Dr. Swartout received his Doctorate of Medicine from Washington University Medical School in St. Louis in 1971. He served his internship and the first two years of his residency at the University of California Hospital in San Francisco. Between 1973 and 1975 he served as a Lieutenant Commander in the National Health Service Corps, part of the United States Public Heath Service. Dr. Swartout completed his residency as Chief Medical Resident, University of California, Veterans Administration Hospital in San Francisco.

In 1976 he was Board Certified by the American Board of Internal Medicine.

He is Medical Director of Santa Paula Memorial Hospital and is affiliated with Ventura County Medical Center and Community Memorial Hospital in Ventura.
