Dr. Tubbs received his Doctorate of Medicine from the University of California at San Francisco School of Medicine in 1980. He completed both his internship and residency in Family Practice at Oregon Health Services University.

In 1983 he was Board Certified by the American Board of Family Practice.

Dr. Tubbs is a member of the medical staff and an emergency room physician at Santa Paula Memorial Hospital. He is also on the staff of Community Memorial Hospital in Ventura and Ventura County Medical Center.
